“Measures to improve waste management in the municipalities of Ruse, Tutrakan, Slivo Pole and Vetovo“

Identification of specific patterns of consumption and trends in the generation of waste in the territory of the Municipalities of Ruse, Vetovo, Slivo Pole and Tutrakan.

One of the main objectives of EU waste management policies is to reduce the impact of waste on the environment and health and to increase the efficiency of the use of resources in the EU. The long-term aim of these policies is to reduce the amount of waste and where its generation cannot be avoided, to promote its use as a resource and to achieve higher levels of recycling and safe disposal of waste. In this regard, it is extremely important to know the habits of the population, their consumption and their waste generation patterns. For this purpose, a sociological survey will be conducted among the population of the 4 municipalities, with which reliable information will be collected, which will be essential in making decisions about waste management in the municipalities.

                                                                                                                                                                                                                                                                                                                                                                                                                                                                   


Implementation of municipal schemes for separate collection and recycling of waste through mobile centers.


Mobile centers for separate waste collection will be purchased and installed in the Municipality of Ruse and Municipality of Vetovo. Almost all types of waste that are generated in a household will be transferred to them. The centers will accept paper, plastic, glass, metals, grease, electrical and electronic equipment, hazardous household waste and others. There will be mobile centers in five districts of the city of Ruse and in three districts of the Vetovo municipality. Their location within the areas will be changed as needed to allow more people to access the service. One operator will work in them. Through the implementation of the activity, the achievement of the objectives of the municipalities under art. 31, para. 1, item 1 of the ZUO. In addition, they envisage activities to prevent the formation of waste, by reducing unregulated disposal in ravines and in household waste receptacles and other places, as well as raising awareness about resource efficiency and circular economy. The aim of the mobile centers is to reduce the harmful impact of waste by preventing its formation. Increasing the amount of recycled and recovered waste, by creating conditions for building a network of facilities for treating the entire amount of waste generated, and reducing the risk to the population and the environment, in accordance with the National Waste Management Plan for the period 2014- 2020. Directive 94/62/EC of the European Parliament and of the Council of 20 December 1994 on packaging and packaging waste, the European Strategy for Plastics in the Circular Economy and the EU Circular Economy Action Plan.

 

Implementation of municipal schemes for separate collection and recycling of construction waste.

The Municipality of Ruse, the Municipality of Slivo Pole and the Municipality of Vetovo will purchase a total of 21 open asymmetrical Lift-dumpers (Skip-lift) containers for construction waste of different cubic capacity, and the Municipality of Tutrakan will purchase a chain mini jaw crusher. Through the implementation of the activity, the achievement of the objectives of the municipalities under Art. 32, para. 1 from ZUO. In addition, the activity envisages the prevention of waste generation, by lowering the inert fraction in mixed household waste and unregulated disposal in ravines and other places, as well as raising awareness about resource efficiency and circular economy. Increasing the amount of recycled and utilized construction waste will reduce the risk to the population and the environment in accordance with the National Waste Management Plan for the period 2014-2020. National strategic plan for the management of construction and demolition waste in the territory of the Republic of Bulgaria for the period 2011-2020, Guidelines for the management of construction waste in the territory of the Republic of Bulgaria and Practical guidelines for the implementation of the legislation related to the management of construction waste and recycled products from construction waste in the Republic of Bulgaria, EU Circular Economy Action Plan.

 

Implementation of municipal schemes for separate collection and recycling of waste in the administrative buildings of the Municipality of Ruse and three schools in the Municipality of Slivo Pole.

Containers will be purchased for separate collection in the administrative buildings of the Municipality of Ruse. The municipal administration is housed in 6 buildings with a total of 16 floors, in which two bins will be placed for the separate collection of plastic and paper/cardboard waste. That way, the employees and visitors in the building will separately collect the waste generated in the work process. Machines for compressing residual waste into standard containers will be delivered to three schools on the territory of Slivo Pole Municipality. Also, 20 facilities for collecting caps will be placed on the territory of Slivo Pole Municipality. Pursuant to Art. 33. (2) of the ZUO The waste of paper and cardboard, glass, plastics and metals generated by commercial establishments, production, economic and administrative buildings is collected separately. Through the implementation of the activity, the achievement of the objectives of the municipalities under art. 31, para. 1, item 1 of the ZUO. In addition, the activity envisages raising awareness about resource efficiency and circular economy. Through separate collection in administrative buildings, it will reduce the volume of waste and the costs of logistics and waste disposal, which will reduce the harmful impact of waste by preventing its formation and promoting its reuse. Increasing the amount of recycled and recovered waste, by creating conditions for building a network of facilities to treat the entire amount of waste generated, which will reduce the risk to the population and the environment in accordance with the National Waste Management Plan for the period 2014-2020 d. Directive 94/62/ EC of the European Parliament and of the Council of December 20, 1994 on packaging and packaging waste.

 

Implementation of municipal schemes for separate collection and recycling of biodegradable waste by purchasing equipment and containers for plant and wood waste.

The four municipalities will purchase different equipment and containers for plant and wood waste. In this way, the generated from the maintenance of green areas and decorative vegetation in populated areas will be utilized at the place of their generation, which will lead to saving of transport costs and prevention of their landfilling. At the moment, no installation for the treatment of biodegradable waste has been built on the territory of the RSMS. Through the implementation of the activity, the achievement of the objectives of the municipalities under art. 31, para. 1, item 2 of the ZUO. By purchasing the equipment, the aim is to reduce the harmful impact of waste by preventing its formation and promoting its reuse. Increasing the amount of recycled and recovered waste, by creating conditions for building a network of facilities to treat the entire amount of waste generated, which will reduce the risk to the population and the environment in accordance with the National Waste Management Plan for the period 2014-2020 d., National strategic plan for the step-by-step reduction of the quantities of biodegradable waste destined for landfill and Guidelines for the management of bio-waste in the Republic of Bulgaria.
